GENERAL

It is the intent of Potomac and Rappahannock Transportation Commission (PRTC) to obtain high quality goods and services at reasonable cost, that all procurement procedures be conducted in a fair and impartial manner with avoidance of any impropriety or appearance of impropriety, that all qualified vendors have access to public business and that no offeror be arbitrarily or capriciously excluded.

PRTC has established a Disadvantaged Business Enterprise (DBE) Program in accordance with the regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. The DBE Program applies to all DOT-assisted projects. PRTC's DBE goal for Federal Fiscal Years 2022-2024 is 14.1%. PRTC supports and encourages the use of Disadvantaged Business Enterprise (DBEs), Small Businesses and Small, Women-owned, and Minority-owned businesses (SWaM) businesses in the procurement process. PRTC does not certify businesses; however, PRTC does recognize business classifications of business enterprises that are certified by the Virginia Department of Small Business and Supplier Diversity (SBSD).

SOLICITATION PROCESS

PRTC purchases a vast array of goods and services to support the commission’s operations.  Our goal is to procure these services and goods in the most cost-effective manner at the time and place necessary to meet the needs of PRTC. The commission utilizes competitive sourcing for all requirements more than $10,000. All formal solicitations are posted on PRTC’s website as well as the eProcurement portal of Commonwealth of Virginia (eVA). 

RESPONDING TO SOLICITATIONS

Vendors can respond to PRTC’s solicitations by submitting bids and proposals in paper and also in electronic format, using the Commonwealth of Virginia electronic procurement portal. eVA is Virginia’s online, electronic procurement system.

It is the responsibility of each vendor to check the PRTC's website or eVA for posted notifications or addenda. Following the date and time for receipt of bids, the bids will be publicly opened and read aloud. Bid receipt deadlines and public openings scheduled during a period of suspended PRTC’s business operations will be deemed rescheduled for processing at the appropriate times on the next regular business day.
